He's a bit behind to be a pure C, you'll need JR to make it a really good NT PF (along with monster inside training), but I doubt he can really be a NT big. He can become an awesome SF (inside or outside oriented depending on the training focus, although with his height I would focus on inside skills), but he needs JR either way =)

What you can afford ;) I'd say at least lvl 5
The elastic effect should help boosting his JR, but it's not a skill that pops fast and you have a long way to go! (at least strong or proficient for an inside focused player)
