You can divide players into two group based on their potential, so that which type of training they are going to get in their first 4 seasons (i.e primary or secondary)
example :-
upto mvp you may suggest trainer to train primary first and for hofers & + you may ask for better secondaries first. It may also depend on the height of player like if you had a player of 6'4 feet and you want to turn him into sf, you must suggest first inside to be trained as its going to be slow latter on.
In this way both U21 and Senior team's problems can be tackled.

Been told OD 18 Passing 16 first off, then you ofcourse have secondarys, but I'm sure the big boss can give a better estimate on that subject.

According on what we have NOW on NT roster:

(values i report are the minimum values to be followed by scout, not for being in NT surely)

Age under 32

JS 15 JR (not so important with Look Inside) 12
OD 17 HD 15
DR15 PA 16

Secondary skill, i evaluate every situation. This is my ideal PG:
IS i like at least 5, but less can be accepted with more PA
ID 6 or 7 are good enough, but less is accepted .
RB, SB no needed
STA 6+ FT more you have less error he will do^^

Only 4 point loss against Spain, great work by all managers, you are taking care of your players in a very good manner.

Now we have 2 "Must Win" matches against Estonia and Hungary, keep players fit and in good (or more) game shape, our fate is in our hands
