When you pick depth chart until 4th as as stragety, does the coach realize who has been working effectively for that game and use them?

No, the coach will just put in all of your reserves in the 4th (sadly enough).

you are mistaken. in 4th quarter coach makes his decision which player to let play and which not.
form rules:
you can use your depth chart strictly until the 4th quarter, then tell the coach to try and win the game however he thinks is best (Depth Chart until 4th).
