Teams with the worst records will have the highest draft picks, so scouting is most important for teams that are at the bottom of the league.

So is it even worth it for a first place team to Spend on max scouting ????

Well, you still need to rank the first 16 players for your own pick. So, two a week gets you some picks for top 16 and bottom 16...

Don't forget, many of the teams in your league may be bots or players that joined late in the year. You will still get a pretty decent player at the 16-17 spot since the bots and new players may not have much visibility on the good ones.

agreed, except i don`t think that bots have visibility at all and i think that bots are choosing first available player from draft list...

This is correct. The bots receive a randomly generated draft order (as do human teams). Bots, however, don't reorder them.

Hope that bots wouldn`t be lucky with their random draft order, especially in my case...

Keep in mind, (and this can be a bit confusing), any scouting you are looking at is from LAST SEASONS draft. Your scouting results won't be visible until the end of this season.

Star ranking is how good the player is overall (on a scale of 1-5 stars). The letter ranking is a bit more specific. For example, a 5 star player might be an A-, an A, or an A+.

Is this order randomized differently for each team, or is there only one list generated for each division ?

I mean : will the number one player in my list be the same than my league neighbour number one ?

nope, the order is random, and diffrent for every team

they did this to prevent players form exchanging info too easely.

I find it logic that bot team also get a random draft order and don't reorder it.

However, in this way many possible talents might get lost, and seeing the effort BB does to get the potential in the game and grow to superstars, this is not much helping them

bot teams finish at the bottom of the league (in most cases) so the first picks go to the bot teams. If the five best players accidentaly end up on top in each of 5 bot teams, the cream of the draft is lost to bot teams...
Chances this happens is ofcourse very low, but I can imagine that bot teams do run off with some of the top draft players over a number of leagues...
I feel that if (and I don't know how much programming work this takes) it is programmed that bot teams' first pick can not be higher than a 3 star draftplayer, this might almost entirely fix this problem.
An other solution might be to have bot teams pick last in order, even if they end lower in the league.
In both cases the managed teams get the chance for their first picks, without seeing a bot running off with him.

They are not your friends; they dispise you. I am the only one you can count on. Trust me.

Best skill ( shows you what position he is? )

Actually, no; this shows you the player's best skill (i.e. Outside Defense: average). It can be rather worthless information, as a player with Best Skill of Free Throw: strong does not tell you much of anything about that player.
