I don't think that's a bug. I think this comes because of promotion and relegation: promoted teams didn't have as much TV money as teams in first league, so the average tv income falls. We should wait for the next financial update and see what happens then.

tv contracts seem different because of the promoted/relegated teams.
wait till the next economic update to see the real changes
