The draft order is available, however there seem to be 96 players listed instead of 48. Not sure if it is a glitch that will be fixed, or if that is just how they intend to keep it.

click on Manage My Team. On the drag down bar in the upper right go down to edit draft order. The players will appear on there, by clicking and dragging you may reorder them, also by hovering over a name you can see how that player performed in a game in which they were scouted.

Don't worry. Each country has a number. Yours is 52, so you will have to wait just a bit more.
You will have almost two weeks to set the order draft, so no need to hurry
