what is the best tactic for getting your 10 players even minutes in 1 game? e.g let coach decide or what?

This is extremely hard to do. Your coach will always tend to play your best players more. (or what he thinks is the best players).

The only way I've had come close to even minutes is if you have a blowout win where your scrubs play the whole of the 4th quarter.

You should have 3 games a week to give your 10 guys minutes. More than sufficient

as monkeybiz said, it's very hard and depends a lot on the situation on field.
even taking that in consideration, I was winning 70:25 in the third quarter and still my starters were playing
it also depends on the difference in skill between your starters and your backups.

but also as monkey said, with 3 games in a week it isn't a big problem to manage the minutes, the only problem is that you sometimes can't use your best, or even second best team in a game the way you wanted due to minutes played
