Because the salary depends on the skills of the player.
If a player has low salary he will probably have low skills.

Well, he has low rebound and the inside defense is mediocre.
But you're in Div. V, so I probably would buy him if I were you but wait until a better opinion because I don't train forwards.

it doesnt effect training speed, though with the low starting skills it may not be worth training them up.

Look, even when your player is 18, and quite tall, you would spend the whole season trying his defense and rebounds to become "respectable". I don't think it's worthy, really.
It's better having a guy, 20, with those characteristics already in respectable, and start the training from there... And you could get one for few dolars...
