does height matter during games or just training? 7'0 c vs a 6'5" C. If bothe have solid rebounding how diff are they?

Height does not matter for the game engine. A 6'5 C with respectable Rebounding is the same skill wise as a 7'0 C with respectable rebounding.
However, the difference is in training. A 6'5 C will take longer to train their skills than a 7'0 C

Just a small note I wanted to add: That is only true for skills relating to center. For example rebounding might take longer to train for the shorter player. But something like handling would train faster for the shorter player.

in my opinion i think it is because it takes way to long to train the skills needed for a shooting guard

I think yes.... in my opinion, for a small guy, max height is 6'5''.
