Does potential effect how a player will play in a game or is it simply for training limits?

no, potential only help you to know,when your player will be capped.

So, why does the "transfer compare" use potential when telling you how much players are worth for guys over 22?

because high pontential players are much more expensive then low pontential players ;)

I think,because players with high potential are more expensive, and that, because they can be trained for a long period of time,avoiding risk to be capped at a young age.
