i think there must be a limitation for staff-salaries. it is impossible hiring a good staff more than three seasons.

that was the target of the system, and there is a limit on a very high level ;)

Before they introduce this system, they force people to new staff in reducing the level randomly from time to time, so i think those high salarys are better to calculate for the teams.
