This guy is rated at present as a PG i think mainly because he is a strong passer but with his height is he best suited as a sf or PF ??

Height is just for training purpose. If you want to train him as a SF, you have to improve his Inside + Jump Shot

I hate getting this kind of players... though they have high levels of interesting stats, he lacks jump shot and inside shot, making one wonder... what to do... I believe he would be better of as a SG actually... if you want a scorer. If you are heavily concentrated in inside tactics - make him a PG, since he has high passing skills...

His inside shot is too low...

Estepario's right. If instead of a total of 5 in JS+IS he had around 10 he would be a prime candidate for a SF. You may try and turn him into a defensive specialist, average shooter SF, or a pass-first PG. Maybe after some training you can make a good deal out of him and look for a better prospect ;)
