Hi, I'm pretty new to this game and trying to buy better players and train them but I have no idea who to train first + what skill and for how long. Can someone give me an advice?

I agree with Tutori.
The factors you have to consider are age, potential, height, and salary/skills.
The younger the player, the better to train, because young players train faster and you will have more time to train them. Don't bother training players over 22 unless it is for NT. For guards, the shorter the player the better (shorter players will train guard skills faster). For pf and center, the taller the better.
Potential does not affect training speed but it does affect the max of how good your player can become. So if y.ou train a player with announcer potential, he will stop improving quickly, but if you train a player with higher potentials, they can keep improving.
If you have equally young player's and equal/close potential, train the ones with the higher salaries/skills because some of your work is already done for you.

This is the current lvl of Hashmat...

Jump Shot: average
Jump Range: average
Outside Def.: mediocre
Handling: inept
Driving: respectable
Passing: awful
Inside Shot: respectable
Inside Def.: average
Rebounding: average
Shot Blocking: average
Stamina: respectable
Free Throw: strong

I'm currentlyu training him for Inside Scoring.

I wouldn't train Inside Scoring for him.
He's only 6'2, which is a horrible height for training forward/center skills and is a good height for training guard skills.
You should train him in js, jr, od, handling, driving, and passing.

Single position train OD and PA til Sensational - then go 1-1/JS. If you can be patient take his OD/PA up even higher (depending on his potential) - Build the skills now that you can train 1 position, by the time this is done you will be more established and likely to afford a couple more trainees then train the skills that have to be trained in 2 position (like JS/1-1).

Good luck with him - he has some great base stats.

Ok, I will first train him for OD. Should he be used as a shooting guard or small foward?

to train OD and PA at single position you are going to have to play him as Point guard for the 48mins needed. I didnt say it would be easy, but I'm confident it will give your player the most value for the effort you put in.
