As per the tentative schedule:

September 18 (Sa): Last regular season league game

September 21 (Tu): Playoffs: Conference semifinals and Relegation Playoffs Game 1.

On the financial update on September 20 (Mon), will the scouting points accumulated be included in this draft or next season's draft?

with the old system...that Monday would be the day that the draft list would show up .... so I could give a good guess that Monday 20th of September the points will be included on this season's points....

will we be able 2 scout on playoffs? until draft day on october 4th?
