Why not take into consideration only actively managed teams? Add first round bye's to balance the number of games.

Ex.
Country A has 3,000 active managers; All 3,000 teams are entered into the tournament.
1,096 teams are awarded a first round bye based on country rank.
Remaining 1,904 teams play first round; 952 teams advance.
All remaining 2,048 teams play second round, and so on...

A truly competitive national tournament, where you know you're facing a human manager that's going to put some thought into his lineup is much more rewarding than one full of bots.

I think it's better to have the bots in there, than to give bye's, as the bye's don't bring money to a team, even though a small amount, nor make their fans enthousiastic. It also takes away the chance to play "Take it easy" which will benefit the teams that didn't get bye's.

It might be interesting though to make the first round less random, and either have every bot play a human team,
or
first coupe all the bots in games, and then make a random roster of the remaining teams, to minimise humans that need to play bots... And then for round 2, take no bots (the winning bots) into round 2 , but pick up the best losers (the ones with least point difference in their lost game) to enter round 2...

I think that the only thing to change in the actual national cup tournament format is to insert a string of code that say that a "BOT vs BOT" game can't happen

I totaly agree. I is depressing to try with all your efforts to reach 4th round in national cup and to see that some bots continue in the tournament because they have ahd the luck of playing always with other bots. Makes you feel like an idiot.

i hope the cup starts with the minimum size of teams, which is needed to include all human teams. So that at least 50,0001% of teams are human, and if not i consider this as a suggestion.
