I have no basis on this but just throwing this out there beause I hate to think it is "random."
What about TIE, Normal, and CT; could they have an influence? Also, the importance of game could be a factor (scrimmage, cup, league, and vs. what place team in your league).
This would be hard to test but it is just something that came to mind.
