Since there are an even amount of teams in every division. I hink this can be done. Have every league have a league "challenge" against another league in the same division. In a league challenge, every team from one league will have one randomly assigned matchup with a team from another league. The league that wins the most games in the challenge could have a certain amount of money rewarded to for each team that league.
In D.V- ..128 league challenges (two leaagues are paired up against each other.)
In D.IV- ..32 league challenges(two leagues paired up against each other.)
In D.III-..8 league challenges( 2 leagues paired up against each other.)
In D.II-..2 league challenges( 2 leagues paired up against each other.)

For D.I it could be a little different. Since there are an even amount of countries . Have 2 countries D.I's have challenges against each other. The problems are that some countries have D.I's that are much worse than others. Or maybe the BBs could decided which countries could play each other or have the same Countries match upagainst each other every year( ex. USA NBBA vs Canada Naismith).
It will only be one game for each team in that league. The game could be played right before(or after) the cup. If they have to make it the fourth game then it could be played "arcade style" which no effects on training, gameshape or injuries.

I think this is a good idea that could add more interest in the game and maybe make some money. Thoughts?

There are infinite ways of thinking of how to implement more games in matchups than there actually are, and I think its ideal in the consensus of users to play 2-3 games a week and not more. I don't like the challenges and money reward idea much, but i do like the idea that you can play teams from other leagues withing your division level, the problem is how you implement that with the 22 games season schedule.
