I'm just wondering if the impact of offensive flow/Handling or Passing would diminish if you put this PG with high Handling/Passing skills as a SF. I think the answer is yes that PG factors the most into offensive flow but i just want to confirm it

yes it does, and it is also mentions in the rules(big impact of PG and medium of SF and SG).
For detailed values i recommentd the coach parrot who predict the ratings quite good.
