I think the issue is, when using previous matches to set orders for scrimmages (and PL games), If that previous match was a league/cup that used TIE, then the TIE setting is being used for the match instead of a default "normal" setting we would expect in a Scrimmage/Private League game. The effects to enthusiasm are not being seen and changing levels, but the match is played with the TIE attitude.
I can confirm this from my PL match last week.
