Er, your idea sounds a lot like
big brother to me. I think the way it is right now (is it 6 or 8 weeks, i can't remember?) is fine. I think for everybody going on a one month holiday with no internet to send an e-mail to a GM is not very realistic and pretty useless.
You seem to think that if a manager only checks his team once every two weeks, he shouldn't be allowed to play (since he won't be successful that way and isn't likely going to buy supporter either). You realize how unfriendly this is? This game is absolutely free. Only some aesthetic features aren't. If you want to play the game you should be able to play it the way you like.
However, I must say I completely agree with your last statement, and I think if it isn't already in place, is actually a great idea:
...and teams that do business with teams that have inactivity flags, should be flagged-Kinda like with the TL flags. With just tracking transactions I think a lot can be missed. I think something should be done to look specifically at activity and suspicious accounts. I think a lot of nonsense could be uncovered with just a little bit of tracking.
