I'm not 100% sure, but I think a driving layup is effected more by Driving, and less by Inside shot, but that inside shot does play a big role.
For example, if my player had 11 Driving, 6 IS, I think he'd do better making that shot than if he were, for example, 4 driving and 12 IS
If I had to put a percentage on how much each stat effects the shot, it would be something along the lines of:
Driving: 60%
IS: 35%
JS: 5%
Yes, I think JS might have a say in some of those plays; it kinda varies depending on distance from the basket when the shot is taken IMO, but I don't think I can say for sure.

Perhaps it has more to do with solid defense than anything your player could control? Just a thought

probably not as the defender on him salary varies from 8.5k - 6k, i doubt the max OD they have will exceed prominent...

DR is ability to create the shot
IS is the ability to make the shot.
If you are missing the shots, you need to consider what tactic you are playing (LI/LP will have your players try to get inside a lot more than a RnG/Motion), and who is defending him. You can drive all you want but if a great defender is guarding him, he would miss most of his shots.
