They mean nothing. The best player(s) could be hidden under any one of the 48 spots.

That's an excellent question.

so would it be worth while spending 20 points on the scouting combine and the group deminstration? or just the scouting combine?

There's an obvious option: If you have more than 20 sp - Combine, then Demo if there are at least 10 18yo among usually 19 1-2 ballers that you like, then interview.
Or a budget option: If you have less than 20 sp - Demo then interview some players.
If you pick early, I'd go for quality rather than quantity and interview.

I don't really have a goal, basically just get a decent young team that will allow me to compete in high divisions. After reading the last two comments I think I will get the heights and ages of the players a see how many players with 1or 2 balls that look decent prospects.

Just make sure you don't try to make an entire team full of young players, I've already seem a couple of guys making that mistake. You should only be worrying about age/youth at the 1 or 2 position(s) you plan to train. You simply can't train all 5 positions effectively. Plus you have several years to build a team to compete at the highest levels and I would imagine that not more than 1 or 2 of the players you start with will still be on the team when you get there..
