Is the preliminary scouting the same for all teams or is it random? The reason I ask is because I'm going to finish first in a league of bots so if the best player coincidentally happens to be the first player on the list for all teams, I won't get him. If the picking is completely random, then I would have a 2/3 chance of getting him.

it's random. Perhaps not completely so (the grey balls might include some very minor information), but very much so. Still, the order is not the same for the different teams, and even the grey ball order is different.
