I manage a small nation's U21 team (India, currently 72 active teams) and they have an enthusiastic bunch of teams, a competive top division and a developing representative side. Why would you wipe out such a happy community?
I am collecting flags and it is getting really hard to I would love to see some new nations available. Isn't it a fast growing sport now in Africa? Fast growing populations and expanding middle classes surely could see some more nations where Basketball is played. Obviously Lybia is out, but nations like Cameroon, Sudan, Angola, Ivory Coast, Uganda, Madagascar etc must be possible with just a little advertising and promotion.
But obviously there is no point starting a nation if there are no players (see the Carribean expansion as an example).
Finally I do agree about the new language for the op.

Ok, I agree, those numbers except for Nigeria are too low. I am especially surprised with South Africa, I would have thought they would be much higher. I guess it would be better for people to join a near neighbour rather than having another nation with 12 actives (probably less than half that really active).

In some nations it would be WAY too political to divide up the nation into regions and Spain is the perfect example of that. Belgium, Canada, Iran, Russia, etc would all cause some people to be very upset if they were divided up into äutonomous"regions.

You could easily split up Germany in Bavaria, Chemnitz and the rest.

Well, for example we could join together pakistan-india. Politically is not the best (usually they "hate" each other), but Pakistan WAS part of India and now it has only 1 player active for real.
I wouldn't join nations, it's a matter of identity... but in those cases... it's unavoidable
