I think 'performance this season' works like this : (179892.20)

Do (Wins*5)/Total games played, in your case (17*5)/22 = 3.863 rounded to 4 (3.7 would be rounded to 3.5).

Your performance this season's rating will be displayed in the survey as between 3.5 and 4.5.

It's only at 19 wins that you are guaranteed a 4 when the season is over. It's quite hard to get high approvals for this statement.
