The quality of the draft pool is the same for all leagues. But high skill, high potential players are not there in every draft, so it's not for granted that the next big thing will be there to be chosen

I don't have evidence, but I've always heard from GM's that the drafts work the same all the way. I think the problem is that we always expect to have an MVP or higher potential guy in the draft, and that is very rare. I have been in many drafts where there was only one player with superstar potential, and none with higher.

But maybe a GM can make an official statement on the subject ;)
