Is it better to have a SF whose good in everything or to have one who is great in either outside skills or inside and mediocre in the other? Both types are available on the TL although the ones with great outside skills and poor passing and mediocre inside skills seem to be more.

It really depends on the tactics you wish to employ... On a matter of principle, I would prefer a balanced player to a one-dimensional one. But it's harder to train balanced players, so that's why they're harder to find. Unless you have a very clear inside/outside type of game I would try to find the best all-around player possible

I would personally go for more well balanced as well even if it means sacrificing a couple of stat levels in some skills. But the majority of people dont have a SF who is like that.

So just make sure they have decent ID and OD, otherwise they will always be exposed by an opposing SF who is a good outside player or good inside player.

then pick your offensive skillset that suits your tactics that you are using.
