In my last game Xiao Zebin and Gary March did not play, I believe I had one of them set as a starter and the other one set as a backup. I remember having Strictly follow depth chart on but I can't go back and look... regardless they still should have played some minutes correct?

Yes you can. Just go to any of the next games and just load the setup from your last game. Then you can check if it was as you said or really a bug.
