About one, normally your browser should be capable of it(if you had non exotic browser he can). Try the keys "Strg +Z" and "Strg+Y", or search it at the place the common notepad place it.
About two, also the browser don't know which text passage you mark, maybe you could avoid it with making it all flash and give full knowledge about what you are doing, but this would cost a lot of performance, maked it impossible to use for handicapped persons just to avoid you clicking "strg +c" and "strg+v" where you like to put it in.
And when you mark a text, in the textbox and then click on the "Q" button, the passage get quoted, when you pasted it before, else just paste it where it betwen the "q" "/q".
