No, it means Spain's U21 manager wanted to see Robert's skills. If he's good enough, he will stay in U21 NT. But this week majority of U21 managers spend recruiting 18, 19 and 20y olds just to see their skills and then "fire" them. Excluding a NT member lowers enthusiasm for that NT, so U21 managers are doing it now because they don't currently care for enthusiasm as it will be reset at end of this week. After that, you can be sure they won't drop anyone anymore.
