propably at the same time as at every other country. not before all-star happening, but maybe one to two weeks after it.

Scouting has been available all season.

The draft is after the season ends, so February 5th.

I've been able to scout and spend points all season. I have quiet a few already interviewed.

I seem to recall one of the BBs mentioning that the drat lists were accidentally opened up for some leagues/countries early. I don't think it's too huge of a deal, because without being able to do the combine, I wouldn't spend any extra scouting points on the draft, and as long as it's everyone in the league seeing it, there's no real unfair competitive advantage.
