A new staff member of a scout could make an interesting change to the game. Here are some ideas as to what they could do.
1) Draftee potentials may or may not be accurate depending upon how dependable your scout is. This creates a little more chance with drafting.
2) Scouts could also be used to scout other teams to find more information. You may be able to get some estimate about certain play skills of opponents and maybe even scouting another team a great deal might give you slight bonuses (smaller than home court perhaps) when playing that team since your coach has a little more information.
For example If I have Legendary scouting on another team and they only have average scouting against me then I might have a slight advantage in that aspect. This just adds another variable to go along with enthusiasm and home court advantage.

Regarding your second part - I've already raised it few weeks ago. I totally support it.
Regarding your second suggestion, I have some alternative to suggest.
A scout prepares the initial list of draftees.
His level will make that list more accurate.
Meaning (all numbers are as an example) that the highest level of scout will have 5 out of the best 8 (upon potential) at the part of Five-balls.
The lowest level will have only two from the best 9.
On both cases, those in the list not necessarily the top draft from that group of 8 or 9.
What do you think?

No need for 2 different potentials. The accuracy of potentials would depend on your scouts.

i think no need for two different investment for one thing ;) Those scouting point you spend are already scouting cost.
