I've saved up a lot of scouting point, but will have the 2nd to last pick, so I don't want to spend them this season. Barring a catastrophe, I will be in a similar position next season. I will probably wait until I promote (hopefully) to use them.

Could I use scouting points from this season in season 21? Do scouting points ever expire?

If you don't use your scouting points, then the poins are transfered to the other team, so i think the answer is yes.

Not sure I understand your point about scouting points being transfered to another team.
What does this mean?

My mistake, the points are transfered to the other season if you don't spen them.
