Why is it that some free agents come on the TL at exactly 10 times their salary, while others come up at a starting price somewhat below that 10x figure? Has there been any news about this?

From season 16 mid-season news:

players will now take their talents to the transfer market where their initial starting price will be ten times their salaries, with the maximum possible listing price for all players being $1,000,000.

No, it's not that. I've seen if for players with salaries <100K.

I suspect it's related to the observation some people had that after the season update, they saw one salary for their players, but then it changed. Perhaps those FAs got listed in that odd period, and their listing price reflects that transient salary?

No, it's what was posted earlier
teams that used to go bot had their players simply retire
this gives players another shot at employment
and since there are not owners to set transfer fee
all are put on at 10 x salary

That's not what they're wondering, they already know that they are wondering why some people don't go for 10x their salary and start lower than 10x their salary.
