Do others find it better to train the same skill for several weeks in a row, or jump around with different skills each week?

It depends on what you're trying do. Jumping around could more or less help to maintain salary.

So IMO, for training inside skills you can jump around (Rubber Band Effect (212069.5)). For training outside skills it is better not to do so except rotating between OD and PA.

In my opinion this is optimal:

For guards, set up a bit of elastic effect (lately called rubber-band effect...) with several weeks of 1 on 1, then proceed to OD and PA/JR.

For bigs: bring all inside skills on same level (start with the lowest) with SB excluded, if you don't want to train it, and then rotate each week as they feed off of each other. You don't want SB to be too low as it slows down RB and ID.
