Your first suggestion has had perhaps more discussion in the Forums than just about any other topic. I don't think the developers are inclined to officially comment on this since they haven't yet, they just make the occasional change to training as they see fit, such as the change a few months ago that allocates a portion of the weekly training to a random skill that wasn't being officially trained. I personally like that your suggestion keeps coming up since it is my opinion that may the one area that really should be addressed in a big one sooner or later, and that it will probably take several seasons to "transition" into a radical new paradigm. But all things considered, this is still a heck of a game and we only complain about this issue since we care to make the game better.
Regarding your second suggestion, I proposed something along those same lines here:
(141756.1) My suggestion there still stands today, the only thing I'd add to my suggestion is that the team's performance in the last home game(s) also affect the Fan Survey, particularly with regard to attendance, since fans that go to a game in person and see a win at home will have the notion that going to games in person is a fun experience. (Perhaps close/exciting games should also be factored in, but then this could be getting the whole Fan Survey into some higher form of mathematics that is too difficult to solve and still won't be accurate enough for all of the effort anyway).
Overall, I think your ideas reflect popular sentiment among those of us whole think BB is real life and that place where I live and go work, etc., is really just a game.
Don't ask what sort of Chunks they are, you probably don't want to know. Blowing Chunks since Season 4!
