Way back in season 10 it was allowed as a once off so the code exists but currently it is not allowed.

you may have built too many bleachers, so your income fluctuates a lot from game to game.. you might want to add more lower tier and courtside seats but you can't due to the maximum number of seats..

There is a soft cap of approximately 20000 seats in the stadium. After that you lose profit if you try to lower prices to increase attendance.
Maybe the user wanted a refund for the built stadium?
