Ok so I was bidding on this player but the owner of the player is bidding on his own player? Is this right? because I think his raising the bid so he can get more money..

Im not certain, but im about 95% positive that that is allowed, but if no one outbids him he will get his player, but he will lose a percentage of money due to transfer fees.

it is legal, he also would be considered as a new player, which means additional he will gain less visitor and merch income, and when he really want to sell him his transfer fees are at the max again.

He certainly can bid on his own player in order to raise his transfer price. He might also be be regretting selling the guy and trying to buy him back.
If I ever noticed that the owner of the player I wanted was bidding against me, I'd drop out immediately. There are thousands of players on the transfer wire, it's not necesary to get fixated on one particular player.
