Someone can correct me if I'm wrong, but I believe all the major USA sports leagues use the current BB type draft order selection (excepting the NBA lottery portion). Serpentine draft order is not so common as far as I know.

In my view, considering that the draft has a hefty chunk of luck, and that it also requires monetary investment in order to maximize the luck, removing the 1,17th picks from the last place finisher doesn't do much to deter tanking.
