1. Introduce soft salary cap and raise the player salary floor. Salary cap get's calculated by last seasons team average total income (arena income+merc+tv money), which can be seen on your economy page. Looking at my leagues last week, we get a value of 765181$ (remember, this would be the whole last seasons, regular season average). Now this would work as a soft salary cap for player salary only and it kind of seems right as only 4 teams currently are over that. Borrowed from the last NBA CBA (as the new one would prolly be too hard to implement) you pay 1$ extra on every $ over that limit.
I agree this might kind of make life hard for those B3 teams with 1mil worth of salarys (especially if they are from a small country with bots in top level leagues), but we don't want to see teams hoarding up money to go and be those one season butterflys, do we? But on the bright side, it will cost a lot more to force yourself through lower divs after tanking.

2. Raise the player salary floor to half from last season team average total income (mentioned in point nr1). In my current league it would raise it from 257552 to 382590. I think it feels reasonable.

3. Make every transfer drop transfered players GS by 1-2 whole levels. This would in my opinion battle the rent a player for cup/playoff problem and reduce daytrading attempts, perhaps helping to protect new managers, that have just joined. Basketball teams should not trade 8-12 players a month, every month. If you truly need a new player or a replacement because of injury, the GS can be corrected in a week or two. Scrimmage "wolves" would still be ok:)

4. Make teams field atleast 5 players to start the game (I can't be the only one hating those empty spots on opposing teams). What basketball team goes to play a game with lucky fans at starting positions? It should not even happen in scrimmages. If the manager has not listed atleast 5 players to the game. Randomly select players from roster to fill the available spots. If a team has less than 5 players on their roster total, the game is a forfeit (this way you can't intentionally get that asterix and a better draft position/league position - 5th spot etc).

We don't need an option to vote if there are no problems. This is a suggestion forum. If you don't like any of these suggestions, you have a choise to vote for that.
I would love for voters to write which ones they like/dislike.

I voted for liking 3.

But in all actuality, the only one I feel is "essential" is Point #3, that one should get attention first.

I do not feel you need to rent a player to overcome veteran teams.
high salaries in playoffs make winning teams go red, which sucks, but if we are always green- then no one coudl ever catch you.
You would not be always green. Currently you might be green even with near 900k roster (if you negate staff and scouting). Perhaps you could even maintain higher player salarys if you got a lot of self drafted/NT players. I think it would be a good thing for the competition, if teams that go over the average total earned by teams in the league, with player salarys only, to burn out faster than before. This also limits the gains of tanking, relegating and overspending to get back up. Additional player salary tax would eat all that cash you got while tanking.
I also don't think that teams in the big countrys have hoarded up all that money 15 seasons ago and would never use it to win.
Estonia for example has had 6 different league winners and 7 different cup winners, last 10 seasons.

Thank you Kukoc for these well-thought out and well-put suggestions.

I like 1. It could include staff salaries too. It makes sense to have to balance revenues and expenses.
The penalty could be lower as I think the possibility to overspend for a while should still remain.

I don't think 2 and generally salary floors are necessary or efficient.
Hit the wallet ! Teams who field blatantly understrength lineups should be severely hit on their income, arena receipts and merch. It's conceivable to cut TV rights too, it would need more thinking and analysis on the consequences, so I'd be careful touching it.
This in conjunction with 1 would lower the team average total income for the next seasons and would be enough to negate the point of tanking.

I don't like 3. Most transfers are legit, why hurt everyone ? And would it work ? I can see ways around it and I am not the wicked kind. Both problems you want to fight with this are minor in my eyes and the solution is too drastic and with fallouts on the market difficult to predict.

Suggestion 4 is not necessary with your 1 and my 2.
