What are the essentials for a balanced SF? Please give advice in regards to potential, starting skills, and height.

My Plans: I would be training this SF with my PF and C trainee this year (Mostly IS/RB training). Next year I would do some ID and some more IS. Then the next year he would be my primary focus and I would start with his outside skills. So any advice/plans/suggestions on this?

If the potential was Perenial-Allstar and you want a Balanced SF I would go for something like this.
13 10
13 11
12 11
12 12
11 8
6 6

Gotta question, what's the penalty from the elastic affect? I want to know cause 1 of my trainees got (about to get to) 10 IS, and then he has 7 in all other skills. So what is the elastic affect?????

So is there a certain height in which his inside or outside training wouldn't be really slow?

Just bidded on a SF. Have my fingers crossed. his only major flaws are his JS and HA. But he already has strong IS and JR. And don't worry I can fix his JS and HA I believe.
