It's more or less normal and has to do with the system in charge of accepting new teams. I can't give you more information, but it's not really a bug

It's done to prevent that new teams could have an active bid of the previous owner, so active bids of closed teams are redirected to some specific bots

wow, nice idea:)
another question: did the owner of the mentioned player get all the money from this transfer, because in our case the player is overpriced? I suppose that the real owner of the player can be reported by someone like a cheater, but in fact he can be just a lucky user.

When the transfer is legit, he get the money, if it overpriced he risk to get an transfer price adjustment but still getting good money and in the last case he is in trouble.

Overall it is often useful to report such cases, in this case you don't need to do it anymore.

The transfer will be adjusted as in the other cases
So the owner is not fined/punished/advantaged

I saw this thread by accident, and I am a bit curious. How is it possible a new team to have active bids from a closed team?
In order teams to become bots need 42+ days of inactivity. Even those that are punished with a ban still take that time to become bots. Isn't this correct?

It's correct for old teams, but new users can be rejected instantly if something wrong is detected with their team's request
