maybe all players start with skills 1~3 but train really fast, with a soft cap at 6 and hard cap at 8

If they star with 1/3 range skills at 15yo, they don't need to train that fast to reach the level of top rookies at 18yo.
I would put a soft cap at 5 and a hard cap at 7 though.

anyway if someone got lucky and started with, say 30 TSP to start, and then trained up 40 TSP before player turned 18, then the player would draft in as 70TSP, which I Think is within the range of what is currenlty possible. Skills like JR etc. though I don7t think will/can train so fast. Training harder to pop skills like OD and JR, without much elastic effect help I think they get maybe 12 pops a season if they are lucky. Only in like DR/HA training could they get 20 pops or whatever a season...and in that case they will hit soft cap quick and get nothing after hardcap.

But if any 15yo can turn into a top 18yo (with respectables all over the board), there would be no more interest in the draft and the market would be flooded with all these "perfect" 18yo.
So my guess is that it's a bad idea
