i dont have enough money to scout players
so this season i didnt do very well in standing
should i not get the best draftee avaliable when its my pick

If you don't have the money to scout, and you didn't do well, then you probably won't get anything out of the draft other than 3 crapshoots.

It's exactly like the real draft - if your entire scouting operation consists of Michael Jordan looking at the names of players while doing another Hanes ad, and then just picking player names at random, you're likely to get bad players. (Well, you'll probably get better players than whatever it is that Charlotte actually does at scouting, but the point is you get to choose the order you want to pick guys in, but if you don't bother to learn anything about them, it's not much good).
