For those players who use buzzer manager, when the salary estimator tells you your player's skill cap is 91%-100% (for example), does it mean that he could be capped or on 91% or does that mean that your player has reached the soft cap.

Also is a players soft cap always 90% or 100%?
And on top of that when a player reaches his or her soft cap, it significantly decreases training speed right?

Players have potential caps, but those have sublevels as well. So with that current skill set, your player may have already hit the cap (worst case scenario), or he may be at 91% of the cap (best case scenario), or anywhere in between. When the cap is hit you're right, the training speed will be significantly slower.

I don't know what does it mean 91% in buzzer-manager and therefore I prefer this tool:

Final value is in exactly the same scale as potential so it's more intuitive.
