I do agree with this as I have seen several Aussie division III teams kill themselves with $500,000 rosters to try and promote but there is one issue that still needs to be resolved. A salary cap will greatly advantage a relegating division I team that can afford to buy very cost effective and potent players while those in division II are more likely to have vanilla ones with mainly just primaries.
