Seems to me that if you are to delay training in one area
it should be passing
according to the training site analysis
even at 25 or 26, players can still pop within a reasonable time frame,
much quicker than any other skill.

Why delay training? And on another note, why on PA?

Not delay training but which skill to work on when
let me put it this way
pretty much finishing off 2 of my players
I will get faster pops by doing OD at 25 and Pass at age 26
in fact as they age, OD becomes near impossible
while passing remains do-able

let's say a 6' 3" player comparison - OD vs Pass
at 25 - 21% to 29%
at 26 - 17% to 23%
at 27 - 13% to 17%

Of course my math has been flawed before
and someone will probably come around and blow holes in it

Now I understand. Is PA the only skill that gets trained faster than other when players age?

Sounds fishy
You say OD pops every 3 weeks at 27 for a player 6'2"?
Documented info at training source shows 13% effectiveness for such players
that would bring you a pop every 6-7 weeks

level 5 trainer
can't imagine that higher level would have made this much of a difference
my 6'5", 25 year old is also going on 4 weeks and might need a 5th
