Maybe a combination of a red number next to the forums on the menu when a message is directed to you (similar to BB-mail) plus perhaps an automatic welcome message posted to you in your league's forum when you first join the game. Granted, people would still need to discover the rest of the forums on their own, but at least it's a start that's not too intrusive.
