Hi, i'm looking for a new SG, i play LI, what sort of IS should i be looking for if any? i just feel myself like it needs to reasonably high so i overlook a lot of players on the TL if they are low, any help would be appreciated.

What's more important is shot selection. And to manage that what matters is the balance between your scoring skills (JS/JR/DR/IS). You don't want your guards to take many 3's in LI since there's a penalty on outside shots when you play LI. It's more likely that your guards will load up on drives than inside shots (mostly because that's easier to train and they end up with higher DR). But IS does help you make drives a little. I say keep JR low, and balance JS/DR/IS as much as you can.

there's a penalty on outside shots when you play LI.

Does this come from the game manual, the USA BB Offsite, or your personal observations?

Its not a penalty, per se, but you dont want outside shots being taken. Any outside shots taken are a result of a player's lack of ability to get the ball inside, which means they are contested, low percentage shots. Also any player that shoots threes at will stops the ball from getting inside, which is where you designed your team to go if youre playing LI.

14+ driving and 10+ IS - such a guard is almost unstoppable attacking the rim. Will dunk a lot and shoot at a high percentage.

I agree with you there on some parts, but not everything,Guards can take outside shots and also threes if you play LI.
When your C/PF ,has a low percentage shot ,but they have the ability to pass the ball ,then your guards can come into play if they have a better shot.
I always prefer big men, with passing skill thats very important when you play LI,I don't want big men taking low percentage shots,if they don't have passing skills they will take the shot.

You are penalized on 3pt shooting playing LI offenses. Part of the reason is as stated the 3pt shots are more often contested. The other part is LI offense isn't geared towards creating good looks for 3s like run and gun is... LI is geared towards creating inside shot attempts.
I have seen drastic differences in players 3pt shooting on my team when running LI vs base vs run and gun
