Imo, it's very difficult to tell, because generally the team which can get to Naismith using the least resources is more likely to stay than a team that needs to be amazing to make it to Naismith.

I picked St Louis Beasts but I made a mistake.
The absolute best bet is the Rajin Stajans. I'm pretty certain they're sitting on a pile of cash so if Stajan wants to promote, he'll promote.

Probably true, although having a high salary and facing the effects of the demotion penalty has caused me to fall under $9m cash reserves. I think I was almost twice that seasons ago.
Regarding the second part of the poll, it feels like any D.II team with a reasonably sized arena would be able stay in Naismith indefinitely? Maybe not.

I voted for myself. Don't believe I am the best team to go up and stay. But I will argue that I'm probably the most canadian player focused team and I could be used as an example for teams to help build canadian talent pool.

Considering that you continually draft/buy solid Canadian prospects and then (for some reason) refuse to train them I wouldn't recommend you as an example for how to build the Canadian talent pool. The Canadian talent pool would have been much better off if you had sold these players.
